The Snug Harbor Fence was originally constructed in the 1840s to keep Harbor Sailors on the property. Inmates at Sailors' Snug Harbor were not allowed to drink on Harbor Lands. Some of the Sailors would escape from the Harbor home and become drunk at a local tavern or saloon and would then start a disturbance in the town (Barry,)
